| SIBs are an innovation in payment-by-results (PbRs) contracting based on collaborative partnerships between public, private, and/or third sectors. SIBs are designed to achieve better outcomes in several policy areas, in which private investors finance programs and are repaid on the measurable outcomes attributable to financing, providers deliver services, evaluators assess them, and the outcome payer (usually governmental) repays investors (based on achieved outcomes or impacts).
